An individual who spiked candy with sedative and distributed them to youngsters at a summer program in the area has confessed to sexual crimes against two young males both nine and 10.
The defendant was detained after eight minors and an older person became sick at the facility in mid-summer.
The 76-year-old, from the Nottinghamshire area, confessed to a multiple criminal counts when he appeared at the courthouse on the end of the week.
Nevertheless, he denied one particular crime he was accused of, which was against a nine-year-old child.
The defendant was kept in jail prior to a further hearing on 28 November.
'Sweet game'
Mary Prior KC, handling the case, detailed the defendant's actions to the judicial body.
She stated his those affected were under-privileged children who were staying at a summer program which he managed.
Ruben engaged in a "treat game" with the minors, Mrs Prior said, in which he would go into the sleeping quarters when they were getting ready for bed and ask them to ingest treats "rapidly".
She told the court Ruben had played this game with the young males "repeatedly", and minors had previously fallen ill the following morning.
She said the defendant had been capable of justifying this for many years as the children being "overwrought by enjoyment", until his family member had concerns in recently.
Mrs Prior KC added: "This year his family member had concerns about the activities, for good reason.
"They resolved" to have a look in the defendant's belongings."
The prosecutor explained materials including baby oil, petroleum jelly and injection devices were discovered, and his stepson alerted the law enforcement about his worries.
She stated the defendant went on to engage in the "sweet game" with six children that night - July 26th - and they were all sick the next day.
"The police had not responded by that point," she continued.
The regulatory agency, the investigative body, had stated that it was reviewing the police response of the situation.
Mrs Prior said the minors were having difficulty walking due to their sickness, so the stepson called the police a second time.
She stated Ruben then played the "candy game" in a room of five youngsters.
